They get most of the perks of the states while maintaining independance. Cuba will never be a state of the USA in much the same why that Mexico will never be a state.

I think our Founding Fathers really tried to hard to create a government based on enlightenment principles that was designed to be a beacon to the world. It should invite the idea of other nations joining together under the same sort of arrangement and principles. The fact that we haven't seen that tells me that we are headed down the path of nationalism that has failed every government since the dawn of time. The ideas that created America shouldn't be constrained by geography, and if we really practiced them, there would be demand from other parts of the world to join among the states we have now. Too late for that, though. We have become too narrow minded and self-serving for that sort of view.
