    I saw an interesting article in the paper about California tax assessments. It's been widely reported that home values have dropped significantly in California, yet quite a few homeowners have increased property tax bills this year. It's a result of annual caps on the increase on taxable assessed value that were put into place as a result of the landmark Proposition 13. Under Prop 13, taxable assessed values are capped at a low annual increase, such as 2% per year. So, for people that have been in their homes for many years, their taxable value may be significantly under the actual market value of their property. So, even though the market value of their property may have decreased significantly in the past year, their taxes may have gone up by 2% since their taxable value is still way under their market value, even after the recent declines. The only thing that surprising about this is that some people are mad.
