That's a very interesting comment, as it implies not just that the budget was low to start with, but that it was cut even further partway through the design process. Which, BTW, is exactly the conclusion I came to on my own one day in the park last year. I don't know that this was noticable at Golden Dreams (at least to me), but it's very evident in many parts of the park that this happened. If everything just looked cheap and bad then you could blame it on just too small a budget. But some stuff is wonderful. There are parts where you can literally see a seam in the cement where on one side an attraction, area, or facade is really great, and on the other it seems as if the designers were struggling with too small a budget and weren't able to pull it off.

The outside of the building themed to compliment the remaining domes architecture. With arches and sculptures. The lobby could also be used for future displays similiar to the gallery above POTC.
