Craig, almost certainly, was looking for quick, anonymous, bathroom stall sex. As gad indicated, Craig came from an era when that was a primary way that deeply closeted men (which described most men of the time) found sex. Add in the fear of being found out - very prevalent with Craig, obviously, and he's far more likely to be recognized if someone actually talks to him and takes him home than if they have a quickie in the stall. Almost certainly, that's what Craig was looking for on his 45 minute layover.
