The company outsources the job and if you are part of the company providing the service back -- that company has to be the low cost provider. The parent company who spun off the jobs no longer has to worry about pensions, HR - sick days etc.... Also more than likely they hold some vested interest in the off shoot company- maybe 15-20% - just enough to maintain some influence..
