Possibly only offer an appetizer for every two vouchers rather then every one. I know management is probably scared that Joe Tourist would complain that they can't get the lobster or the filet minion on the DD plan, but over all I think guests would not have a problem with a limited menu as long as there are quality choices on it.

For example one level would only have counter service. Another would have snacks and two counters, another would have a sitdown and counters. Then they could also have a premium where for the premium they would have a wider selection of items and perhaps restaurants. I think this would work well and would not require a dumbing down of the menus as for people who like just simple foods they would theoretically go for the cheaper counter service only option.
