When they built the much maligned Pooh Playground I knew it wasn't permanent. It was "filler" until the Fantasyland Expansion got under way. I think the "grassy knolls" are just that.

It seems more a case that they lurch from one idea to another, more in reaction to a current situation than in anticipation of the future.
