Disney only acquired the rights to SW in Winter 2012 and spent most of 2013 Blue Skying concepts. What they have now are a few competing proposals that are pretty similar to one another but have a few small differences. Once a final proposal is signed off on work will begin (this will happen within the next 6-12 months). I have no idea when an official announcement will be made or when physical construction will begin but the project has it's own budget and will be fully completed and open to the public around Winter '16 or Summer '17

They falsely reported that Monstropolis and all these other projects were ready to go when they were literally just ideas shared during a pitch meeting. They are also attempting to rile up people and get clicks by stating SW Land is on hold because of MM+.

Projects have been cancelled or put on hold for numerous reasons. The current situation may or may not be due to budgets. It may be due to their wanting to wait for the next Star Wars movie as noted earlier. Star Wars is just NOT an active project at present.
