    That to me is sad. If you are going to be in our country you should at least be able to speak the language. Also, they are paid to do a job and it should be done. But I do have to say that some of the public doesn't care if there is trash on the ground. That to me is sad as well.

Most of the time, people are so shocked that they don't say a thing, just go the nearest trash can. Sometimes they'll say "Oh, thanks" as if they really didn't mean to drop it. A couple of times, I've had kind of under the breath snarky remarks made, but mostly people are just embarrassed that they got caught.

    Of course we can't do this -- we would never embarrass a guest.

    On top of that, how can you possibly actually catch someone in the act of littering and photograph it? I don't think you can.

    What you CAN observe is people stepping over a simple piece of trash that's already on the ground and probably not theirs.
