No, the countries that lifted the ban are Portugal, France and the Benelux-countries. Regardless of what one thinks about the necessity of the law, this particular couple is simply dumb and irresponsible! They met in 2000, when she was 15 or 16. One year later she gave birth to her first child. (18 is the legal age in Germany) After the next two kids were born, he was thrown in jail. Now comes the best part: While he was in jail she gave birth to a child from a 49 year old man. After her brother was released they had another child. So, this woman who is now 22 gave birth to five children in her lifetime. Two of the four kids are indeed handicapped. After he fathered the fourth child, the father has had a sterilization. Sadly, this pair are really not the poster children for intelligence.
