Tens of Millions of Federal dollars were allocated to Lousianna for the sole purpose of maintaining, enforcing those levees. But, it was far more important for Lousianna and New Orleans to spend money on the multigenerational welfare recieptiants which constitued very high percentage of the New Orleans population. Now try to convince me this was NOT a vote buying scheme. So over the past 30 years Federal funds were made available for maintaining and improving those levees. Federal funds have always been made available for the multigenerational welfare recieptants of New Orleans. And despite the fact that New Orleans had legalized gambling, rampant prostitution and the poliferation of alcohol to fund their "Social Programs". Somehow this wasn't enough and "we" should all feel responcible for what happened. Because after all some of us "have the means" to ( financially ) help. <sarcasm>

The metro Atlanta ( which includes the city of Atlanta and the 14 surrounding counties ) has a combined population of an estimated 4.5 million people. The City of Atlanta's population is an estimated 470,688 even though it transverses three counties. Cobb County and Gwinnett County respective population are each estimated at over Million people. Gwinnett County School Department is the largest in the state. With 7,000 new school children this school year alone. One of Gwinnett County middle school's is the second largest in the country with 100 classrooms and 2,400 students ( thats five times the size of a typical Middle School). Many people may work in the city of Atlanta, but most live outside the city and commute.
