If this is about leaving the price tag on the hat, I haven't seen that before and would wonder how retailers would distinguish between a customer in their store who's wearing a purchased cap with price left on vs someone who stole the cap off the racks and is wearing a cap (w/price tag attached) out of the store, without purchasing the cap.

I can eat noodles with garlic butter/oil amd parm, but ad that cream and I am out, yuck. I ODed on white chocolate as a teen. It's only recently that I can tolerate it mixed in baked goods at all.
