Many CM's are clueless to what's going on around them. My guess is everyone knew construction was going on but how and when it would affect various operations changes on a daily basis.

I work for a major software firm that makes all kinds of products that consumers geek out over and I can't tell you the name of half of them or what they do. Ironically I do events and we recently planned a company party in an outdoor location on our corporate campus and were told by our facilities team that construction would be happening in the vicinity for the next four months, so we called off the party. Had we not consulted with them we might have been in trouble... similar to what happened with the Wedding Pavilion folks.
