It doesn't need and intricate, character-based storyline. As for the IOA raft ride - it's fun but: you get very wet, even more than the Disney versions. And the theming just isn't as beautiful as GRR. It's a bit too.. plastic-y.

For being a ride based on the great outdoors, it comes off as being surprisingly sterile. If the Popeye raft ride is "plasticky," that's probably because it is based on a cartoon.

Congo River Rapids at Busch Gardens Tampa has been a consistently better raft ride experience with minimal theme compared to Grizzly and it's been around forever. Why? It's just a better ride in terms of drops, dips, turns, rapids, etc.. Grizz and Kali have those tightly controled drops and that's it - otherwise they entirely fail as raft rides.

Good point, and I think some "action" in the way of small but detailed show scenes could easily rectify this.

The one thing that has always impressed me with that ride is how they were able to integrate the lift into the middle of the ride, without losing any of the excitement and momentum of the ride. The lifts are usually at the very beginning or very end, and always just seem awkward, so that's the biog improvement on this attraction. There isn't as much excitement in the rest of the attraction, since everybody gets wet. It loses that community feeling that you get on all other raft rides, where that random guy across from you gets soaked and you stay dry.
