It was originally intended to be a half day experience completely built around the studio tour. When it first opened, many of the areas that are open to guests now were for the tram only. But when the place ended up being more popular than they expected, they ditched the idea and opened up new areas to foot traffic. So no, the Studios as it stands was never designed to be what it is today.
