I was actually kinda surprised by that description, as it tends to support your theory. In my opinion, though, there has to be one more element to make it a replacement - intent. In other words, the plan all along was to take out 20K to put in a playground. Disney just waited 12 years to implement their plan. And of course this didn't happen. They let 20K die, they had a basically vacant area for 12 years, and then they decided to do something with it. So if anything, the Pooh playground is a replacement for a vacant lot, not for an E-ticket attraction.

( No I do not think they planned a playground 12 years ago either - they didn't plan anything) - Inf act to follow your line would be to acknowledge the fact that real or not - they talked of plans to rehab the 20K ride - modernize it - make it ADA comppliant - etc. -- so following that line - the Playground is the replacement for the upgraded 20K ride that never came to fruition. That also closes that timeline down.
