Now, for the quoted portion, the Magic Kingdom DESPERATELY needed something like the FLE, which is the reason it was pushed on management by Burbank/Glendale. The park had been losing capacity and dining since the 90s, and this expansion is more about restoring some of that than about bringing in more guests. So really, it was a move to make the sustained attendance more comfortable in the park.

Oh absolutely, but that's not the same thing as needing it to drive attendance. What you are talking about is an operations issue, not long term sustained turnstile clicks at the front gate.

Due to thier own bad decisions. They created this situation and now they want us to "approve" this "expansion" because they threw thier hands up in holy horror at thier own ineptness. If they woulda re-opened Horseshoe, Verandah, kept El Pirata and TL Terrace open year round and kept smaller attractions open, then they wouldn't have had to focus on one land.
