If you're doing stickers or other treatments you want NEXT to the photo, you should make it bigger in the one direction.

I ended up doing them so that the inner mat was 5.25" x 4.25", figuring if people had 4 x 6" they could trim 1" on one side, or if they had 3 x 5 they could position it a little higher or lower and then have a space to identify the photo with journalling if they want. Then the outer mat was 6 x 5." I think others did them to fit a 4 x 6 photo. Whatever you want to do will work
