If MJ had an interest in the property than whoever inherits that interest could have some say, but the remaining owners are also going to have their say. And then there's the city, the county and the state to deal with as well, not to mention neighboring properties which will have their say as well.

That's why he stopped living there. I think his father's actions to try to have him buried there are purely monetary. Why would he wish to be buried there if he wouldn't live there anymore?
