They have the ability to tilt the riders on their backs, causing positive G-forces, or lean the riders forward out of the seats, feeling like microgravity. The cabins, but barely; the motions are probably the most tame of any motion simulator in any park. So it's not really stationary, but it also doesn't spin.

Now I will agree that Horizons inspired that scene in '94 as well as the current descent. Nothing was moved.

Now add demo of Horizons, design and engineering, site prep, new building built out, and then fixture, finishes and equipment. $230 is very kind. Pretty sure some at Disney wish they had the eventual over-budget cost back with interest.
