If they only just got the go ahead for the project (any actual indications of that?), it will take months of design work before they would be able to start construction. When they actually move into construction, they will have is scheduled in a very tight timeframe in order to impact the park the least amount of time. Therefore, don't look for ANY construction until after they have everything ready for the final push.

I could see Monstropolis working in one of two ways. Either as the "sets" of the Monsters, Inc. films or the entries off Hollywood Blvd. being given some type of "portal" type transition, like we are really moving from Hollywood Blvd. to Monstropolis (not a "set"). If neither of these scenarios are used/incorporated, then this just makes no sense IMHO.
