Never forget: Mormon leaders are seen as speaking directly to God. Their words are akin to scripture. For a Mormon leader to say "We don't do baptism for the dead for Holocaust victims" would throw people into turmoil. Why not? We've been taught our whole lives that we're supposed to do this! So instead, the church lets their public relations department make the statements, which of course most church members never see.
