People weren't interested in the thing, and it just wasn't good enough to build word-of-mouth and overcome that. No less an authority as actingforanimators is certain that it will someday be recognized as a classic, but I hope he isn't holding his breath.

So, in the case of 'Treasure Planet' they end up adding in the Martin Short robot, or that fluffy little blobby thing -- so 'the kids' will have something to relate to. I like your idea of releasing an animated movie under Touchstone Pictures, and letting it be darker or more dramatic, and not so reliant on selling cute action figures and plush.

Of course, I liked the source material to begin with, and think William Joyce is great in general--but I think some advertising backbone (& perhaps an ill-gained "Pixar" label slapped on) would have gotten it a proper & very appreciative audience. The film certainly bolstered my confidence in Disney's potential for an animated comeback.
