A person can walk around with a sign that says GOD HATES FAGS and that's OK. It's a repugnant message, but it's that person's right to express that opinion. When s/he commits an act of violence that is directed at the victim on the basis of bias, the line has been crossed. In that sense, a hate crime addition to the charges sends a message that crime on the basis of basis will carry a stiffer punishment. So it is, as it were, a deterrent. Whether it is successful as a deterrent, I can't speak to that.
