I believe that when you travel to another city, you do not bring your stockpile or properties with you. So essentially people have the option at level 45 of starting over building a second mob in a new city. If the people are put on the hitlist, they need to be in the same city as you to be attacked. We start in New York so we can only attack people in New York. When you start traveling to London you can attack people in London, but you have to build a mob there to do it or you will get your butt kicked.

Also there was somthing in the notes about the type face being changed in part of the game to make it harder for bots.
