It's not officially a race but is separate from race. You can be white or black or asian and also be hispanic. Most hispanics are white but have a certain look about them that might lead you to believe they're hispanic, and I think that's what you're getting at. It's not much different than to say that Italians, Germans, and the Irish as groups have certain looks about them and that many people can correctly identify between each, even though they are all white. Nobody here is making any of this stuff up - these are the generally-accepted usages of the terms, at least when dealing with the government. The fact that you may not have been aware of this until now doesn't make it any less true.
