I can't say for sure, but I wouldn't be surprised if they tried to tie it in with the Silly Symphony short The Old Mill. It's included in DL's Storybookland, and is generally just a nice setpiece to have around. I believe there's also a windmill shown near the beginning of Beauty and the Beast, though that's not really the same part of Fantasyland. There are probably a few in the background of other princess films too, so it should fit (I don't think the one that Frollo burns in Hunchback is quite what they were going for). It does look a little like the Moulin Rouge, though... As for the wait times with the various princesses, I wouldn't be surprised if they were a little shorter, even with each group getting more attention. Looking at the building in the center of the model, where the Cindy and Aurora meet and greets are, it looks like it should be large enough for several different rooms, similar to how Mickey's house in DL works. I've never spent anywhere near 10 minutes in the room with Mickey there, but it's never been rushed at all. I suspect they will use a similar setup for the princesses, giving each group more attention.

When they redid Fantasyland in the early 80's, the model was used to cast the lampposts for the Casey Jr waiting area. It's nice to see that they are still using the original idea from so long ago.
