And maybe they do one full revolution after loading - sometimes - because they didn't the one time I went on it. Which truthfully wasn't so much of a problem because by the time we got back to the unload we were more than ready to get off. But still, it seems like the wheel could make one full rotation in about a minute, so it wouldn't increase the wait time all that much for the people in the queue.

So I've always thought it should do TWO full revolutions before starting the load process again. It wouldn't add THAT much time to the load, and would increase the "value" of your ride by quite a bit. But there's no question that the line moves glacially slow, so I guess that idea would be a non-starter.
