Here's kind of a funny story and I know it doesn't relate to protecting our oceans, so just relax. A few weeks ago I'm at my friends house. His daughter who's four is playing in the driveway, kicking a ball around. She kicks the ball and it rolls into the road, but it stops where the drive meets the road. She goes into the road to retrieve the ball. My friend says to his daughter, "Kira what did your mother and I discuss with you about running into the road." Kira of course replied, while staying in the road that she shouldn't be there without an older person. My friend continued the conversation with his daugther, while she was still in the road. I looked at him and asked what the hell he was doing. He stated that they discuss everything with Kira. I told him that was fine but she's in the road. At which point I turned around, said Kira, honey, get out of the road. And she walked back into the driveway. The point is you don't have a committee with a four year to discuss why she shouldn't be in the road without supervision, you tell her to get out. And you don't have a committee to tell people not to destroy our oceans, you tell them point blank don't destroy oceans and the rest of the Earth while you're at it.

I would suggest that with issues like ocean management, which is complicated, people need a bit of guidance as to the appropriate actions to take. I don't find it suprising at all that complicated issues take time to figure out and that more than one person (a committee) is required.

I don't know anyone who likes big government, for that matter. We all wish people and businesses were more responsible and had a better sense of community commitment and ethics. But this is the reality we face. It's terribly discouraging and I go through plenty of periods of depression over it. I really think if I had the means I'd have moved to Europe long ago. But common sense isn't so common. One man's obvious solution is another's catastrophe (see the response to healthcare reform). It's just how it is.
