Voldy can't do anything significant without a wand, he said so himself. So wands and lightsabers are fair game. But not troops.

As for Dar's contention that Voldy would announce what he was doing with his spells, well, in book 6, the kids at Hogwarts were learning to cast spells mentally without having to verbalize them. With all the effort and research Voldemort went through for his power, I have trouble believing that he couldn't cast his spells without verbalizing them if he wanted to.

He killed 3 jedi masters in SECONDS not to mention defeating YODA for Pete's sake! My theory on Windu is that he was faking it to lure Anakin in to "save" him. As for Vader in the end, it was the Emperors overconfidence that did him in. He just never conceived the fact that his slave would turn on him, so he never prepared for it. No, Palpatine is one nasty, powerful dude.
