The one thing that I don't like more than anything else in a Theme Park (esp a Disney one) is a closed shop or restaurant (I don't care what the reason is - it SHOULD be open). If there ARE too many Ice Cream Shops, then one (or more of them) might be closed - and that is bad show. Better to have more variety...but who knows, it might just work. I sure hope that it does!
