Apparently if you can't pay your dental or orthodontist bills, death is the penalty. Judging from his coin, I assume he was a few doubloons short. The filmmakers appear to have gotten careless with these errors. In the scene where Cutler Beckett is drinking tea, you can see one of his guards drinking Diet Coke.

There's a scene in LOTR where the lead characters ride to the crest of a hill and they forgot to replace the face of a stand-in. He looks like some random guy just sitting there. So somewhere in his travels, some other captain must have passed on his "item that he happened to have in his pocket at the time" to Barbossa. That would be Regatti's (sp?) eyeball, no?
