In fact, they've suspended production on Pirates 2, and have shifted, for now, into Pirates 3, to salvage what they can of resources while issues of script/cast (some roles have been recast) and crew/special needs are addressed. As of right now, you wouldn't believe me if I told you how behind schedule they are. I didn't believe it myself, until I confirmed it with a source in the production. They're in an awful state right now. The whole thing is a mess. I have no doubt Disney will throw money at this as needed to speed things up, but from this point in time, they're way behind.

You don't need a full blown hurricane to have very rough seas and water being as unstable as it is can be very hard to film. Even in calm waters on the first POTC movie they were commenting on how hard it was to have any control of the ships and the smaller dingy crafts were a nightmare.

They've been besieged by a bunch of different problems. Their immediate solution was to move on with shooting of portions of the third movie, while they jigger schedules and resources for the second.

I have to assume Master and Commander ran into some problems too.

A week before the ship was supposed to be relocated to the coast-side tank, there were a dozen workers moving dirt with backhoes. That's right. Apparently, nobody took the shooting schedule seriously. Things are back on track now through the rest of production, though overall, they're far behind on the second film. I don't know if they could switch the two films and release one before the other.

And I also hear KR is still hemming and hawing about being in the movie! Now he claims he has an aversion about doing something for Disney. You know what? I say forget him. He is more trouble than he is worth. In fact....can anyone think of another actor/celebrity to play Cap'n Sparrow's father instead?

But if you've seen Caine's goofy, drunken side, ala WITHOUT A CLUE, you know he can do that role... he'd chew it up. I never even asked about Richards. My understanding was, he's doing it. I just left the question via voice mail, with a friend who knows for sure.
