Since splash is a gravity powered ride, there has to be a pump system in place to pump the water to the highest point, and then the water travels down the flume (powered by gravity). If the power shut off, then the pumps would also shut off, and the water would automatically drain to the lowest point. But it certain wouldn't take 3 seconds.

They can drain the flumes slowly, because they gan gradually dispose of the water, but if it all went out at once, they would have to have tanks that could hold all of the water in the entire attraction at once, and that just isn't a logical solution. As for Splash being gravity driven, they could have certain places where the flume drains along the route, so it wouldn't have to wait for all the water to get to the end. It's still really illogical, but it could be done.
