The economy sucks now. The park sucks now. If they use both of those factors to their advantage, they can get cheaper (relatively speaking) additions and improvements while few people are visiting the park. Then, once the economy gets better, there will be a new(ish) park with quality attractions and themed areas. The timing really did seem to work out fairly well, all things considered. "last i checked they were still scheduled to get redone in April" I'm glad to hear that they are still going on the original plan, and that we're just hearing some rumor that doesn't seem to be true.

While I doubt the redo is off, if I had a voice at WDI I would vote to save money on the shops and Fun Wheel queue if it meant a real attraction could replace MM. Disney has to understand the power of a quality attraction to pull guests in. Heck, EE got me to Florida after 15 years! I'm sure WDI isn't wasting an opportunity with this redo. They know they got very lucky with securing funds before the economy went sour.

WOC strikes me as something that could potentially bring in more guests than most of the other new things in the pipeline with the exception of the big Cars ride and Little Mermaid attraction. If nothing else it will be a huge incentive for visitors to stay in the park after dark, something that DCA desperately needs.
