Also, there are some people that will slam on their brakes in a drastic fashion as soon as they see a yellow, no matter how fast they are going.

The govt is trying to compensate for their lack of ability to make people better drives by punishing those that actually have the skill to pilot a vehicle. Tougher licensing restrictions and enforcement will save lives, not some mediocre number on a piece of tin. Case in point, 50mph or 25mph wont help the kid that you dont see on the bike because your on the cellphone. Train drivers better and enforce it. Mandatory annual testing, mandatory defensive driving and extended car control classes will save lives above and beyond any speed limit. 60hours of professional, I repeat professional, training for teenagers should be mandatory. Also vehicle restrictions based on your driving level. License A: front wheel drive under 150hp. License B: front or rear wheel drive under 250hp, etc etc. Mandatory vehicle safety inspections annually at the cost of the vehicle owner would prevent many unsafe vehicles from being on the road. Oh I could go on and on.

Mostly, traffic tickets are just a way to get money. No one drives perfectly, and on average people violate some section of the vehicle code every few seconds. It's just the luck of the draw and trying to fit into the herd so you don't stand out.

Slam on the breaks and cause a pile-up. That just bugs the heck out of me.
