Disney is in direct (though reasonable friendly) competition with other hotels in the area, and they have a perk no one else can offer -- exclusivity. They're in the business of trying to fill their hotels every night as well, why wouldn't they offer some sort of perk (which costs them nothing) but makes a vacationer consider choosing to stay on property?

Paradise Pier is not cut off in the current design; there is the bridge before the WOC area which will allow people to get to Paradise Pier, although I don’t envy the poor CM whose job it will be to keep people moving in this area. Also the large walkway behind the WOC area will allow people to go around the long way.
