Check the rates on U-Hauls to see where people are fleeing from and where they are going. People are going to Texas and other low tax states where there is still some freedom and a decent quality of life.

It'll be a West Berlin type of thing - an oasis surrounded by all the repression and godawfulness.

Actually, most cities have a strong council/weak mayor construct so the mayor doesn't make a helluva lot of difference anyway. The primary thing hurting ALL cities over the past 10 years has been the massive loss of state and federal aid, largely at the hands of Republican legislatures and congress. Whoever has local control has little to do with it.
