The reason the hat was placed where it was was due to the merchandising department of WDW, I've been told. They took over the project and wanted it in a place of prominence.

That was also the same promotion that gave us a 'new' parade in all 4 parks (the now-infamous-and-still-running snowglobe parade in MK, Stars and Motorcars at MGM, Jammin' Jungle at DAK, and the redressed Tapestry of Dreams at Epcot). Given that we got the wand on SSE in 1999 for the Millenium Celebration and it was removed in 2007, it seems like we're roughly in the right timeline to have the hat taken down (I believe the maintenance and construction costs for both were originally based on a 10 year timeframe)
