    I suspect that they would need to add an elevator to the Starcade, since it wouldn't drastically change the character of the space, but if they simply reopened the upper level, the expansion would certainly be less than the cost threshold (which is usually around $50,000). Either way, elevators aren't THAT expensive (they managed to install small ones on TSI and the Autopia load area), so I'm sure they could manage to build another. Then again, if they go to the effort to install an elevator, maybe they should just completey redo the Starcade into something interesting.

    Actually, just the interior design of the Encounter REstaurant was designed by WDI. It is pretty cool, and would look great in a retro-style Tomorrowland.

    Having also worked a lot with the ADA, I'm sure an elevator would be necessary.

    It's applicable for any area that is a "public accommodation". A speed ramp does not meet ADA code. It can be left in place, as long as an ADA compliant access is also available.
