You talked about celebrating 4th of July in another country, as though that were weird in itself, which it's not. As for the border patrol shirts, I do think it's like the confederate flag on MLK day. It's deliberately set up to provoke. If you can't see that, I think you're trying too hard not to. Of course, they have the right to wear such shirts, just as different jerks have the right to wear confederate flags. But we then have the right to call them out.

Cinco de Mayo has essentially become "celebrate Mexican-American heritage" day, the same way St. Patrick's Day has become "celebrate Irish-American heritage" day; it's much bigger here than in Ireland, just as CDM is much bigger here than in Mexico.

How CDM is celebrated in Mexico or how 4th of July is celebrated in Germany are irrelevant. We're talking about the United States here. CDM is a common minor holiday associated with Mexico, as is St. Patrick's day with respect to Ireland. As others have pointed out, they're both used as an excuse to drink alcohol, but nonetheless are widely associated with a particular country and its heritage. The fact that 4th of July is not celebrated by non-Americans in Germany is totally irrelevant.
