Originally, the GMR was going to be removed soon after the 100 Years for a Disney villians thrill ride and that would have taken away the facade of the Chinese Theater and destoyed the magnifcient indoor job as well. The second reason was although the Earful Tower was always considered the park's icon, despite the Theater being the weenie to draw you down Hollywood Blvd., they didn't sell very much Studios branded merchandise (especially when compared to merchandise with Cindy's Castle, SSE or ToL on it ... see where I'm going?) and the powers that be (especially Eisner) wanted a Disney recognized icon that could sell, sell, sell ... even if it destroyed the classic Hollywood that never was and always will be look the designers had intended. So they dropped the BAH right down in front of the theater. That's it. It's really that simple.

When did that change?>> I'd have to ask around, but I believe it was in the 2001-02 timeframe that the idea kind of faded. It was supposed to feature some new technology and wasn't cheap (but still not a good reason for ripping out GMR, IMHO). Besides, Disney-MGM Studios already has an attraction dedicated to Disney villains ... it's called Fantasmic.
