The latter seems more likely; after all, there are only 3 spots and 4 judges. So unless it's a "picked by consensus of the judges" thing, the math wouldn't work. If they each got to pick 3 favorites who didn't get voted through, that would be 12; enough for one more show of the sort we saw last night (12 perform, 3 get through).

Case in point: Clay vs. Reuben - Who got more votes? The answer: It was a tie. All phone lines for both contestants were constantly busy the entire voting time. It's like pouring a gallon of milk into two different small cups, and then declaring a winner.
