He let them go anywhere he wanted. Then the Bush Administration set a deadline for Saddam to show them the WMD sites that didn't actually exist. The UN's inspection reports are available online. You can see exactly what they were finding, and you can see that the only reasons the inspections stopped is because the US warned the UN to get out of the way because an attack was imminent.
