That goes for swimming pools, ornamental ponds, bird baths and moats. 18 inches=fence. Hence, all Disneyland Resort pools are secured, with gates that are accessed with a room key card. Further, after hours the cards don't work! (The main reason pools close at midnight is so guests aren't disturbed.) I do agree ansolutely that parents should stay with their children when swimming. I even stayed close to our ten year old on the Disney Magic-- and that pool is TINY!

I would have said something to them as well.
