The seats have individual lap bars that do a pretty good job of keeping you in (I'd say they probably adjust to the most sizes of people of any lap bar on any attraction at DLR), and they also help adjust the height of the cannon for the person in the seat, so a shorter person has a lower cannon. I'm not sure if it would be low enough for a 3-year old to aim really well, but she should be able to at least play a little bit.
