He said if such an event had happened in the US rather than Japan the damage might be far worse, since he did not trust the American ability to actually enforce such building codes, whereas the Japanese see such things as a matter of extreme honour. Made me feel just a tad bit better for the future of the country.

In my experience cities do indeed strongly enforce not only California building codes but local ones as well.
