Disney thinks, erroneously, that most of its guests want 90 second rides. And the cost of moving CoP to Epcot, or anywhere other than DL, which has a building made for it, would be ridiculously expensive. I'm one of those folks who naively think that you can have CoP and still build Incredibles but no one, except some friends at WDI over a few drinks, ever ask me what I think. :-(
