The entire project was called Disney World. Walt even said on the preview film that the most exciting part of the whole Disney World project was E.P.C.O.T., the city. While E.P.C.O.T. was indeed the focus, I don't think it was the concept that would encompass the entire area.

The Costa Rica plans were beautiful, Marty Sklar did a presentation on them for the 25th. I believe the Shah was overthrown right before Iran signed on. (there were other countries planned too, of course - like Israel and Equitorial Africa).
