I used to go up some very steep hills, greater than 10%, and it would drop down to 25 at the slowest, but usually would get right back to 30. Was 60 all the Honda would do when brand new? Maybe it had a governor. BTW, the link I posted noted that the wheels were 10". Mine are 13". That, the engine size, the lack of a clutch and the styling are what led me to this model.
